The two governments [[Belgrade–Pristina negotiations|began to normalise relations]] in 2013, as part of the [[Brussels Agreement (2013)|Brussels Agreement]]. Kosovo has been recognized as an independent state by [[International recognition of Kosovo|113]] out of 193 [[United Nations]] [[Member states of the United Nations|member states]], 10 of which have subsequently withdrawn recognition.</ref>
