Apokar is a Greek national with an academic background in Southeast European area studies and field work experience in Bosnia and Herzegovina and other Yugoslav countries. He had worked as a researcher in Greek think tanks, before he switched into civic activism in 2012: active mostly in advocacy for LGBTI equality as a member of Thessaloniki Pride and active citizenship as a board member of the Network of Volunteer Organisations in Thessaloniki.
